Players should stick to what they can do. IMO imbestigador and Tulfo isn't the solution. You have three options, continue playing the game, quit, or find another RO host.
Players should show the company who is boss around here. Why don't you all quit? Maybe just for a few weeks or months. That is the only thing that would would compel them to do their jobs properly. You will find peace of mind, and you might also find other things that can make you happy.
You are thinking too much of your "investment", that it prevents you from making the right decision. You have become a slave of your own "investment". Letting go means no more additional costs, while staying means more costs for you and more stress. Tell me, what kind of investment earns you stress? Investments are supposed to give you happiness not sorrow. I say, if you feel sad or stressed because of your "investment" then throw it away!
The only problem with quitting is that you need to quit as one. All players should cooperate. For the company to feel the effects. Badmouthing them isn't good enough anymore. Years and years of being badmouthed has made them numb and immune. You know what they think of you? They think of you as caged monkeys. You threaten to escape captivity, yet you are all still here, because you don't have the guts nor the will power to do so. They are just laughing at your silly threats. Imbestigador?? Tulfo?? You and them both know that is like shooting an arrow at the moon.
My point is, do the things that are within your capacity as a consumer. How many times have they taunted you with silly replies from their customer service like, "If you don't like the services being offered by the company, you can discontinue the service." Show them who's in control, you or them.
As a former RO player I am also guilty of blaming the management, but now, I have learned that blaming others for your own unhappiness is a sign of weakness.

You already know that you are being fooled, yet you still give them your hard earned money? So who's to blame? Not the mods, not the GMs, but YOU! Wake up!
