Drivers to charge new rates on May 21

MANILA, Philippines—In a further blow to the country’s already groaning consumers, public transport officials Sunday announced a provisional or temporary increase in the minimum fare of jeepneys and buses in Metro Manila, Central Luzon and Southern Tagalog.
The new rates will take effect at exactly 12:01 a.m. Wednesday, May 21.
The Land Transportation Franchising and Regulatory Board (LTFRB) said it approved the new rates to give drivers temporary relief from spiraling fuel prices.
The minimum jeepney fare in these areas will be raised from P7.50 to P8 for the first four kilometers. For ordinary buses, the minimum fare will be increased from P8 to P9, while the minimum fare for air-conditioned buses will be raised to P11.50 from P10.
For provincial routes, ordinary buses may add P0.10 per kilometer while air-conditioned buses may charge P0.25 more per kilometer.
This means provincial regular buses may increase their fare from P8.50 to P9 for the first five kilometers and charge P1.40 for every succeeding kilometer.
The new rates will be in force pending resolution of the fare hike petitions filed by various jeepney and bus groups.

Gasoline pump prices up again

MANILA, Philippines -- The local oil firms announced they have raised pump prices of gasoline by P1 a liter for the third straight weekend effective after midnight Friday or one minute into Saturday.
At the same time, pump prices of diesel and kerosene went up by 50 centavos a liter to reflect the companies' under-recovery of increases in global prices of petroleum products.
Prices of liquefied petroleum gas have also gone up by 50 centavos a kilo, not counting the value-added tax.
Since the beginning of the year, gasoline, diesel, and kerosene prices have risen 11 times for a total of P7 a liter for gasoline and P6.50 for diesel and kerosene.
Based on data from the Department of Energy, the latest pump price adjustments brought prices of premium unleaded gasoline to about P50.96 a liter, diesel to about P43.44 and LPG to between P579.50 and P625.50 per 11-kilogram cylinder, exclusive of the VAT.

Rice crisis to kick in during lean months--UP prof

MANILA, Philippines -- While the government may be right in saying that there is no rice crisis now, a shortage and further price spikes may be experienced during the lean months from July to September, with average rice prices possibly hitting as much as P102 a kilo.
Teodoro Mendoza, crop science professor at the University of the Philippines in Los Banos, said should world oil prices remain at the $100-a-barrel level, average rice prices would likely start to creep up to P57 a kilo.
When world oil prices reach $110 a barrel, he said rice prices could go up to more than P70 a kilo.
Average rice prices would breach the P100-a-kilo mark should world oil prices escalate to $150 a barrel.
``We have three months to guard against the rice shortage threat. Now we don't have a rice shortage because we're still in the harvesting months,'' he said during the People's Food Summit Wednesday.

Coal shortage may drive up power rates

THE SHORTAGE in global coal supplies is likely to cause power rates in the country to spike, particularly when summer starts and hydropower plants operate less.
Lasse Holopainen, president of wholesale electricity spot market operator Philippine Electricity Market Corp., said a 5-percent contribution of oil-based plants to the generation mix would jack up rates at the electricity bourse by around 30 percent.
With the country being more than 70-percent dependent on imported fuel to run its power facilities, he said factors affecting global fuel supply would also adversely affect power rates here.
For the past four months, global coal supply had been tight due to the halt in Chinese exports, heavy downpours in Australia, power crisis in South Africa and strong demand in Indonesia.

Palace favors cap on tuition fee hikes

MANILA -- Malacañang declared Saturday it supported proposals for a cap on school tuition increases for the coming school year.
n Metro Manila alone, around 60 private elementary schools out of some 1,000 private elementary and high schools have applied for tuition increases with the Department of Education (DepEd).
The DepEd allows schools to increase their tuition as long as they consult with the schools' stakeholders, with a caveat that the schools should use the additional tuition collected for the following purposes: upgrading of school equipment (70 percent), acquisition of textbooks (20 percent) and salary increases for teachers (10 percent).
The Commission on Higher Education, which oversees about 1,500 colleges and universities, expects only an average of 8-10 percent tuition increases among tertiary schools.
